In my view I think you can address all 6 categories of EMM with MDM tool but in your document you are separating those two… Can you explain that in more detail? or am I missing something here?

The very point of our paper is that organizations should not be looking for MDM tools – tools that only focus on managing devices. Instead, they should look at the totality of what it means to manage mobility in the workplace. An MDM tool is just that: a tool. While an extremely important component of an effective EMM strategy, it needs to be combined with effective, and updated mobile policies that answer core questions. For example:
For IL devices:
- Will they be supported in the enterprise? What does the support mean? Hardware? To what extent? Software? Only email? Will you allow corporate apps to be installed on an IL device? What happens if it gets lost/stolen?
- Is there a reimbursement policy for voice/data plans? A monthly stipend?
- Which devices will be supported? By OS? By device/manufacturer?For CL devices:
- Reimbursement vs wholly corporate owned?
- Refresh rate? every 6 months? 12, 18?
- How will the hardware lifecycle be managed? In house? Outsourced?- MDM tool? TEM
Again, all components of an overall EMM strategy.
